FINAL CITY COUNCIL ENDORSEMENTS

46th Ward: The Daley administration would like to be rid of Ald. Helen Shiller, for reasons good and bad. Shiller is one of the few outspoken critics of the mayor. She does her homework, and that's a benefit to the city. But her resistance to development that she believes would "victimize" the poor is often misguided and damaging. That has made her a focal point of tensions between monied newcomers and the poor. Unfortunately, her three challengers fail to show a substantial understanding of urban issues. Shiller does, and she is endorsed.
