Eligible homebuyers include families with income ranges up to 100% of the area median income who are either first-time homebuyers or who have not owned a home within the past three years. A table of household income limits as of the year 2004 is below:

* Families earning 80% or less than the Area Median Income are eligible for additional assistance from the city in the form of a low-interest junior mortgage.

**Anybody earning 100% or less than the Area Median Income is eligible for the program.
